What is the waxy type substance on the projectile of .22 rounds and what is it for?

I haven't looked at other brands, but I noticed that the CCI .22 rounds have that waxy looking substance. Should it be scd off before loading it into the mag? It seems as though it would just create gunk residue in the magazine and possibly the barrel.
