Making bubble bath recipe...why so runny?

I am making a basic bubble bath recipe. (Ingredients...2C distilled water, 1/2 bar castille soap, 2oz glycerin and essential oil. I heated all ingredients over low heat until soap was melted, still waiting for it to cool. This is my first try and I don't if it is supposed to be this watery. The bubble bath I buy is usually creamy, is there a trick to this? Any tips are appreciated!
