Could Lenin maintained his dictatorship without party? Stalin without formal legislative body Supreme Soviet?

Sorry for English. I'm Taiwanese. I know Stalin ruled through party. if the parliament didnt exist, could laws have eben executed, through only the party? In Lenin, could his dictatorship maintained without any party at all since he ruled through the Supreme Soviet and Sovnarkom. thank you
