Was it a tactical type decision, or was it politically motivated to scrub the F22 (Raptor) program?

The Raptor was our topnotch aerial combat fighter with no other world combat jet fighters close to it in performance. I heard that it was scrubbed because the Pentagon was told by Sec. Gates who was told by Obama to cancel the project on the umption that no other countries have in their drawing board anything comparable why have the weapon? Another sell out.
